i know how to spell number to english
SELECT to_CHAR(to_DATE(ROUND(1439.45),'J'),'JSP')
"word" FROM DUAL

but i need to spell number to arabic?

No built-in, you have to write (or find) your own function.

Well,
Download the zip file. Because you know arabic so you can change it according to your requirement I hope. I downloaded this file from the following link.

If you open it in notepad, it'll not show you arabic. Open it in wordpad and then copy and paste the function in sqlplus. It works and returns the output in arabic not in english.
