I think I understand the first part (displaying current date and time): but, what does "for the reference given to the user" mean? Do you want to display date + time as a static value (for example, once when user opens a form) or "simulate" real time clock (i.e. change seconds, minutes as the time goes by)?

If the first, no problem (that's trivial).

If the second, one option is using a timer. But - do you really need that? I can't tell how (and does) timer's often execution (every second?) affects normal form processing. Other option might be Java based solution (which I don't know).
